According to Assoc. TS. Nguyen Thi Bich Loan, the revolutionary 4.0, was founded on the foundation of the third industrial revolution, not only focusing on intelligent, connected machines and systems such as artificial intelligence (AI), Big Data, Human Machine Technology, Internet Connection (IoT), but also the wave of further breakthroughs in different areas from gene sequence coding to Nanotechnology, from renewable energy to quantum computing. The Industrial Revolution 4.0 is a fusion of these technologies, thereby eliminating the boundaries between the physical, digital and biological fields, bringing together virtual systems and entities.

“Emerging technologies and innovation on the large scale are diffused faster and more widely than they were in the past. The magnitude of the spillover effect of this revolution is on a global scale, at a faster rate than what has occurred so far and is projected to change the whole system of production and governance. The Party and State in recent times are very interested in the revolution of industry 4.0, expressed through many speeches of leaders of the State; agenda of the 5th plenum of the 5 th plenum; In particular, the Prime Minister issued Directive No. 16 / CT-TTg (5/2017) on strengthening the capacity to approach the industrial revolution of 4.0; The Fourth Industrial Revolution is fundamentally altering the world’s manufacturing landscape, with the feature of radically exploiting the power of digitalisation and information technology. This new wave of technology is taking place at different speeds in countries around the world, and is making a powerful impact on every aspect of socio-economic life, resulting in change the mode and force of production of society.

However, according to representatives of the Trade University, up to now, the perception of the 4.0 revolution in cadres, party members, policy makers, enterprises and society in general is still limited. There is no systematic scientific study of the nature, impact, and opportunities and challenges of this industrial revolution. In addition to the tremendous benefits mentioned above, the industrial revolution 4.0 also poses many new challenges and risks.

For developing countries like Vietnam, this can be considered as a “golden opportunity” to leapfrog the technology, apply the advances and achievements of technology, first of all technology. information, digital technology, control technology and automation to improve productivity and efficiency in all aspects of the economy. This will help narrow the gap and catch up with other countries in the region and in the world through the acquisition, ownership and rapid application to production, management of advances, achievements in science and technology.

To achieve that goal, the role and impact of the 4.0 revolution should be thoroughly researched to clearly identify the great opportunities and challenges of this revolution in different areas and levels. , thereby providing concrete and practical recommendations and solutions to overcoming the challenges and taking advantage of the opportunities offered by the 4.0 revolution.
