Recently, the Ministry of Planning and Investment is drafting a circular guiding the development of human resources for small and medium enterprises (SMEs). Regarding the cost of organizing business management training courses in the locality, the draft stipulates that the central budget shall support 100% of the costs of organizing training courses for business start-ups. At the same time, the central budget shall provide 100% of the cost of organizing specialized business management and business administration training courses in areas with extremely difficult socio-economic conditions as stipulated in Appendix II of the list of investment preferences, issued together with the Government’s Decree No. 118/2015 / ND-CP, detailing and guiding a number of articles of the Investment Law.
In addition, the draft also stipulates that the central budget will support 50% of the cost of organizing training courses in business administration, specialized business administration in provinces and cities with central budget under the resolution of the National Assembly; 70% of the cost of organizing training courses in business administration, business administration in the other areas.

According to the draft, the trainees of SMEs are headquartered in extremely difficult socio-economic regions according to the provisions in Appendix II to the list of investment preferences promulgated together with Decree No. 118/2015 / ND- CP of the Government detailing and guiding some articles of the Law on Investment, trainees of SMEs owned by women are exempted from tuition fees to start business training and business administration.
Participants in the intensive business management training program organized by the Ministry of Planning and Investment through the form of preferential vouchers as provided for in Article 17 shall be provided with 50% of the tuition fee of the training course.
To support the cost of organizing direct training courses at SMEs in the production and processing sector: The central budget supports 50% of the cost of organizing training courses at SMEs in the manufacturing sector. variable, but not more than once in a year.
